Has she gone to WIC? What state is she in? There are a lot of services out there for helping navigate state welfare limbo and the hell that goes with it.

Yup, she's just in and out of various appointments and regulations. It's a good thing she HASN'T got a job -- she spends most of her time sitting at state agency offices. Thankfully, they have food and medical care. It's things like job placement and training, and money for things like tampons and gasoline, that are going short.
